Based on a wealth of information from widely scattered sources, this book, the first full treatment of the subject, is an exhaustive study of unrest and sedition in the Roman Empire throughout its history. Ramsay MacMullen finds that opposition was truly internal in character and fostered by factions within each successive dominant class. He also makes it evident that the Empire’s strengths bred its weaknesses and, emphasizing the importance of the role of the masses in the last decades, suggests that the decline of Rome was a consequence not only of waning imperial power but also of the increasing vigor of indigenous elements actively inimical to the Roman order.
